Regulatory Order of the bases for the granting of aid for environmental, social and digital infrastructure projects in municipalities in areas affected by the energy transition within the framework of the PRTR and its call for applications.

Summary
In order to prepare the order regulating the bases for the granting of aid, on a competitive basis, aimed at environmental, social and digital infrastructure projects in municipalities in areas affected by the energy transition within the framework of the Recovery, Transformation and Resilience Plan, and to proceed to the call for the same, the hearing and public information phase begins with the publication of the draft text. By means of this publication, the provisions of Article 26.6 of Law 50/1997, of November 27, 1997, of the Government are complied with.
The order which establishes the regulatory bases for the granting of aid, on a competitive basis, aimed at financing the cost of execution of projects for the rehabilitation of public infrastructure and publicly owned assets, in order to strengthen the environmental, social and digital component of the same or help the creation, conservation and enhancement of new ones to ensure compliance with the environmental and digital commitments of the Recovery, Transformation and Resilience Plan, in municipalities immersed in energy transition processes affected by the closure of coal mining operations, coal-fired power plants and nuclear power plants.
Its purpose, in addition to the recovery of the economy after the pandemic caused by COVID-19, is to alleviate the impacts that the energy transition may have on the municipalities affected by the closures and on their population, and to promote the transformation of these areas so that they become models and protagonists of the energy transition, orienting municipal public services towards innovation, support for entrepreneurship and population retention, digitalization and the environment. The ultimate goal is to retain, recover and attract population to these municipalities.
